Safety Inspection Team of Sinopec Group Visited the Company for Inspection


On May 9, the safety inspection team of Sinopec Group visited the Company for a two-and-a-half day inspection, and held a kick-off meeting in the morning of May 9.

Zhi Maoxuan, lead of the safety inspection team, deputy general manager and chief safety officer of Zhenhai Refining & Chemical Company, and FREP OOP Saleh Zaid, Zhao Tianxing, Lin Xu and Neo Ee Ee, as well Hong Xiaojiang, deputy general manager of FPCL attended the meeting.

Zhi Maoxuan stressed that it was important to fully understand the significance of safety work and the safety overall inspection with stronger political understanding and enhanced awareness of the overall situation. The cross-inspection among the enterprises in Sinopec Group provided an opportunity for enterprises to exchange with and learn from each other in the aspects of safety management mode, experience and practices, and applications of advanced safety technologies and equipment. By identifying the problems of others while reflecting self gaps, both sides would effectively promote the improvement of safety management level through learning from each other.

Zhao Tianxing, general manager and deputy secretary of the Party Committee of FPCL, and vice president of FREP, put forward three requirements about how to cooperate the inspection. First, enhance political positions and deeply understand the significance of the overall safety inspection. It was an important measure to implement the spirit of the National Teleconference on Work Safety, a key step in the operation of Sinopec HSE Management System, and an important shareholder’s inspection on the annual production safety work of the Company. Second, take a correct attitude to the overall safety inspection and bravely identify existing problems. Hope that the cold eye review from the inspection team could identify more problems and gaps. Third, provide wholehearted good logistics support and service. Related people of the Company shall cooperate fully with the inspection team, and timely respond to the needs of the inspection team. Effective measures shall be taken to provide logistics support and implement epidemic prevention/ control work during the inspection.

The Preparation Work Reports for the Overall Safety Inspection were respectively delivered by Hong Xiaojiang on behalf of FPCL, and by Lin Xu on behalf of FREP.

From May 9 to May 11, the inspection team inspected the functional departments and primary-level organizations of the Company. During the inspection, experts in the inspection team, by reviewing the documents and materials and interviewing/ inspecting at site, checked problems strictly and carefully by disciplines, facilitated work improvement, identified work highlights of primary-level organizations, summarized and promoted good experience and practices.

News: on May 16, the Company held a meeting to promote the rectification of the problems identified during Sinopec Group Overall Safety Inspection, and deployed rectification measures for the weak links, so as to ensure effective implementation of production safety. Vice President Lin Xu and Vice President Neo Ee Ee attended the meeting.

Lin Xu commented that related departments and business teams should be "zero tolerance" for potential safety hazards, be fact-oriented to take immediate actions to rectify the problems, and take effective measures to further consolidate the foundation of Company's production safety. Make good use of the inspection results to further deepen understanding and implementation of responsibilities, identify the weak points. Comprehensively sort out the list of problems, identify systematic issues, identify and close gaps and continuously improve all system elements to ensure its effective operation, and fundamental solve problems.

Neo Ee Ee emphasized that all departments and business teams should draw inferences to other cases, focus on not only the problems in their own organization, but also check if any similar problems exist, so as to remove loopholes in production safety work.

It was required at the meeting that all departments and business teams of the Company to attach great importance to the inspection results, and develop the "6D Table" to follow up and record the progress of gaps, and ensure closed-loop management of rectifications.
