On September 20, the First Supervision Group of the Central Petrochemical Enterprise Work Safety Special Rectification of the State-owned Assets Supervision and Administration Commission of the State Council visited the Company to inspect and guide safety and environmental work.

The Company management Liu Xiangdong, Zhao Tianxing and Lin Xu accompanied the inspection and attended the kick-off meeting of the inspection.

At the kick-off meeting, Yang Guangsheng, lead of the Supervision Group, deployed work of the special supervision and put forward requirements. He said that this supervision and inspection on safety and environmental protection of central petrochemical enterprises were important work deployed by the State-owned Assets Supervision and Administration Commission of the State Council, aiming at preventing and removing major risks. The inspection covered eight aspects, including ideological understanding, responsibility implementation, risk management and control and equipment management, and sampling inspection would be carried out for key contents.

Yang Guangsheng commented that the Company should clearly understand the purpose and significance of this supervision and inspection, and provide understanding and cooperation. The Supervision Group and learn good experience and practices of production safety management while completing tasks during the supervision and inspection.

Yang Guangsheng said that the Supervision Group would strictly abide by safety regulations of the Company, be objective and fair, comply with the laws and rules, and carry out inspections in strict accordance with standards and regulations.

Liu Xiangdong, secretary of the Party Committee and Chairman of the Board of Directors of the Company, expressed welcome to the Supervision Group. He commented that the intent of this supervision and inspection was to make a comprehensive physical examination of produciton safety of the Company, which would provide a "good prescription" and "reassurance" for production safety in the next stage. Through this supervision and inspection, we shall work hard on preventive measures and problem rectification in aspect of production safety with strong sense of politics, mission and responsibility, to ensure good management, high stability and zero incident.

Liu Xiangdong said that all units shall take right attitude and proactively cooperate with the Supervision Group upon effective rectification of the problems identified during previous self inspection, including sort out production safety work and existing problems again, ensure full coverage without blind points, make a list of problems to rectify item by item in a closed-loop, ensure early identification, effective prevention and good solution of the problems, and take initiatives in fighting the battle of preventing and removing major safety risks.

Liu Xiangdong required that all units of the Company shall "accept all the problems" identified by the Supervision Group, must not cover up problems, and respond to the communication requests “within a time limit", to effectively ensure the work efficiency of the supervision and inspection.

Liu Xiangdong hoped that the experts of the Supervision Group could find problems and put forward suggestions, as well as share effective measures for improving safety management of their Companies, so as to help the Company to define the improvement direction in terms of effective operation of the management system, implementation of safety management documents, risk control and hazard rectification, strengthening of employees' safety awareness, etc., further consolidate the foundation of production safety, and prepare with outstanding performance for the successful convening of the 20^th National Congress of the Communist Party of China.

Zhao Tianxing, deputy secretary of the Party Committee and Vice President of the Company, introduced the overall production and operation of the Company. Lin Xu, Vice President of the Company, reported safety management work of the Company.

The Supervision Group was composed of experts from PetroChina, CNOOC, Sinochem and other companies, and carried out work by four disciplines, i.e., comprehensive management, process technology and instrument, equipment/ electrical and oil/ gas storage and transportation.

Led by PetroChina, this supervision and inspection was to supervise and inspect petrochemical enterprises affiliated to Sinopec in accordance with the requirements of the Supervision Plan for Production Safety Special Rectification of Central Petrochemical Enterprises issued by the State-owned Assets Supervision and Administration Commission of the State Council.
