The Interim Meeting of the BOD Emphasized on Advancing Safety Culture Improvement Work in a Down-to-Earth Manner


On September 15, the Company held the interim meeting of the Board through tele-conference. Chairman Liu Xiangdong chaired the meeting. Directors, Supervisors, OOP, General Managers of Process Department (refining), Mechanical Department and HSE Department and representatives of shareholders attended the meeting.

This meeting was an important meeting held at the critical stage of implementing the Safety Culture Improvement Plan. The intent of the meeting was to review the Company's safety culture reflection and action plan, strengthening effective implementation of the safety measures and improving the Company's safety performance.

At the meeting, the directors required the Company management to focus on recent production safety work, enhance sense of responsibility and sense of urgency for safety work, and further detail the action plan for safety culture improvement. KPIs shall be set to measure the progress of each action, with a level by level supervision and management structure to be established covering the BOD, OOP, functional departments, business teams/ functional modules, to ensure firm and effective progress of the Safety Culture Improvement Plan. The good practices and experience shall be incorporated into OIMS Level-3 documents to ensure sustainability of the results.

The Board required the Company management to fully understand the severe situation of production safety at current stage, pay special attention to safety management at low load operation of the units, strictly control the construction works planned at night, during holidays or critical periods, and in special weather. More efforts shall be made on process accountability, with lower risk tolerance and early intervention to deviations and unsafe acts. With stronger safety awareness and higher technical skills of the people involving in direct operations, ensure scientific and complete process handling schemes in place before handing the units/ equipment over to maintenance, and make high quality risk assessment before the work to identify potential hazards and take mitigations. Verification of field implementation of safety standards and work processes shall be strengthened to ensure good management of high risk operation without dead corners or blind spots. In addition, it was required that the Company to strengthen contractor management, including strict management on contractors’ qualification review, skills training, work handover, process supervision, assessment and accountability, thus to ensure effective management and control of the direct operation links of contractors.
