FREP Environmental Protection Objectives Strictly observe the laws and regulations of the People’s Republic of China, so as to become a social responsible enterprise. Establish a good reputation for the Company through self-discipline and sustainable development based production operation concept. Green Project From November, 2009 to June, 2010, Green Project Activity is carried out throughout the Company, with a view to further reduce the total amount of discharge/emission of waste water, waste gas and waste residue and improve the clean production capacity and management level. Green Project Activity is a systematic project that requires involvement of all employees. FREP organizes three assessment teams to assess the current discharge/emission status of “three wastes” and noise, identify the potential issues and study/discuss the solutions for implementation. Based on the effect of Green Project Activity, FREP established Green Project Steering Committee on April 27th, 2010, providing a good platform for sustainable development of environmental protection. “Three-Simultaneity” of Construction Project To obtain satisfactory environmental protection results, the management for “Three-Simultaneity” of the construction project is an indispensible part of environmental protection management. As specified in Article 26 of Environmental Protection Law, “pollution control facilities for the construction project must be simultaneously designed, constructed and operated along with the main works. In addition, pollution control facilities shall be approved by the competent administrative department of environmental protection that is previously responsible for approving environmental impact report before the construction project is put into operation or use.” Since the national approval of Fujian Refining & Ethylene Project, FREP has always attached great importance to “Three-Simultaneity” management throughout the entire Project from project initiation to development & review of feasibility study, environmental impact assessment and preliminary design document, project construction, production preparation, commissioning & startup, performance test run and project as-built acceptance, ensuring that pollution control facilities and measures are in place. FREP makes a heavy investment on environmental protection, of which the environmental protection investment on Fujian Refining & Ethylene Project reaches RMB2.383billion, laying a solid foundation for environmental management. Environmental Baseline Investigation With social responsibility and to strengthen the soil and underground water monitoring, FREP entrusts an internationally recognized environmental consulting company to conduct “Environmental Baseline Investigation” on the plant area and newly-requisitioned lands，adequately understood the environmental conditions of the soil and underground water. Environmental baseline investigation indicates that FREP is determined to fully consider the issues concerned by the community through the joint efforts during construction and operation and establish fine and harmonious relations with the local government and surrounding masses. Meanwhile, it makes FREP fully realize the impact of its current and future development on the surrounding community, thus providing comparatively objective basis for FREP social impact management and future investment decision. |
