During the National Day holiday, from October 4 to 5, Zhang Yuzhuo, Chairman of the Board of Directors and Secretary of the Leading Party Members’ Group of Sinopec Group, visited Sinopec enterprises in Fujian Province for research, including visited the management personnel and employees working on their posts on behalf of the Leading Party Members’ Group, inspected safety work of production, operation and project construction during the festival period, and inquired about production and operation, learning and implementation of the spirit of Sinopec Group's mid-year work conference and development planning of the "14^th Five-Year Plan".

A forum with Sinopec enterprises in Fujian was held in Fuzhou, and the responsible people of FPCL, Gulei Petrochemical Co., Ltd. and Fujian Petroleum Co., Ltd. made work reports. At the forum, it was stressed that the enterprises in Fujian should actively integrate into the tide of promoting high-quality development and surpassing in an all-round way, take high-quality development as the strongest traction, reform and innovation as the strongest driving force, and Party building as the strongest guarantee, carry forward the spirit of striving for the best, promote enterprises to catch up with and surpass in all aspects, and build a world leading company.

Ling Yiqun, member of the Leading Party Members’ Group and Deputy General Manager of Sinopec Group, chaired the forum. Heads of relevant departments of Sinopec Headquarters attended the forum.

Zhang Yuzhuo pointed out in his speech at the forum with Sinopec enterprises in Fujian that, for a long time, the enterprises have been rooting in Fujian Province,  strengthening reform and management, accelerating innovation and development, effectively opening up the market, deepening joint venture and cooperation, taking solid steps in the construction of integrated base, and making important contributions to strengthen Sinopec's main battlefield in the southeast coastal region and serve local economic and social development.

Since this year, the enterprises in Fujian have conscientiously implemented the decisions and deployment of the Leading Party Members’ Group of Sinopec Group, actively overcome the adverse impacts of the pandemic and low oil price, taken the responsibility and overcome difficulties, fought against the pandemic, advanced production and operation, expanded market and sales and project construction in an orderly manner, made all efforts to enforce Party discipline in all-around and achieved good results, which were fully affirmed by the Leading Party Members’ Group of Sinopec Group.

Zhang Yuzhuo said that General Secretary Xi Jinping had worked in Fujian for 17.5 years and had deep feelings for Fujian. Many of General Secretary's ideas of governing the country were generated and developed in Fujian. We should master the origin, learn and understand the latest thoughts of General Secretary, and continuously improve political positioning and ideological realm.

In this year, General Secretary issued new important instructions and comments and gave Fujian Province a major mission to comprehensively promote high-quality development and surpassing. We should improve our political positioning, shoulder major responsibilities, seize opportunities, and actively integrate into the wave of high-quality development and surpassing in all aspects in Fujian Province. In the new era, Fujian Province is striving to build a number of leading enterprises of 10 billion RMB, industrial clusters of 100 billion RMB and leading industries of 1 trillion RMB. Petrochemical industry is listed as 1 of the 3 leading industries, and the policy environment became more favorable.

Enterprises in Fujian should seize the historical opportunities to carefully plan the development of the "14^th Five-Year Plan", speed up the structural adjustment and strategic layout, find the correct position in the construction of new development pattern and new Fujian in the new era, and move towards high-quality development.

Zhang Yuzhuo required that enterprises in Fujian should draw a road map of high quality development and surpassing. Unswervingly build an integrated base and cultivate refining and chemical industry clusters with core competitiveness. FPCL and Gulei Petrochemical Co., Ltd. should seize the historical opportunity of vigorously developing petrochemical industry in Fujian Province, take the overall situation into consideration, and make great efforts on the construction and operation of the Phase I Project of Gulei Co., and put it into operation and realize profit as early as possible.

At the same time, we should actively coordinate with local governments, strive to incorporate the Phase II Project into the national petrochemical industry layout plan, and promote the early implementation of Phase II project. We should unswervingly deepen joint venture cooperation and summarize experience, always keep an open mind, and draw on the strength of others and develop together. We should unswervingly strengthen emerging industries, seize the opportunity to layout, occupy the new track of emerging industries, and provide support, model and experience for Sinopec Group to build the development pattern of "one base, two wings, three new”.

Zhang Yuzhuo said that enterprises in Fujian should activate impetus and vitality for high-quality development and surpassing. We should make great efforts in reform and realize vitality and profit through reform. We should achieve good results in innovation, and make more accomplishments in tackling key core technologies, accelerating achievement transformation, introducing high-end talents, and integrating scientific and technological forces. We should pay attention to integration and application of digitization, informatization and intelligence in new projects, and provide scientific and technological support for building a modern, intelligent and integrated base. We should make great contributions to increase profit, implement "six stabilities" and "six guarantees", carry out the action of "continuous challenges", sprint for the annual targets and tasks, and work hard to win the victories of both pandemic prevention/ control and business development.

Zhang Yuzhuo stressed that enterprises in Fujian should ensure risk control in high-quality development and surpassing. We should ensure production safety in all-around manner, solidly promote the three-year action plan for production safety special rectification, make a solid emergency plan against typhoon, rainstorm and other extreme weather, improve emergency response capability and prevent disasters. Gulei Petrochemical Company should strengthen the prevention and control of safety risks to ensure safe, high-quality and efficient completion/ operation of the project. We should promote environmental protection work quality and improve the construction quality of green enterprises.

Zhang Yuzhuo required that the enterprises in Fujian should further strengthen the Party building and build a solid foundation and soul for high-quality development and surpassing. We should take a clear-cut political stand and timely follow up the spirit of General Secretary's latest important speeches. In particular, make good use of "Xi Jinping in Fujian" and other series of interview records as vivid teaching materials, and consciously bear "two upholds" in the mind and implement them into actions. We should strengthen the team's capability and stimulate vitality, and take selecting excellent and right talents as the greatest incentive for management personnel. We should make concerted efforts to promote integration, take difficulties in production and operation as the focus of Party building, take demands of production and operation as the requirements for Party building, and continuously transform political advantages into development advantages. We should rectify styles of work, observe disciplines and rules, strictly implement the spirit of the “Eight Regulations” issued by CPC Central Committee and the detailed rules for implementation issued by the Leading Party Members’ Group of Sinopec Group, and continuously correct the "Four Styles", change styles of work, and set up new ones.
