On March 22, the Party Committee of the company held the work conference of 2021. Gu Yuefeng, Secretary of the Party Committee and Chairman of the company, made a work report entitled Comprehensively Implement High-Quality Party Building, Lead and Ensure All-Round Development and Celebrate the 100^th Anniversary of the Founding of the Communist Party of China with Great Achievements. Liu Xiangdong, General Manager and Deputy Secretary of the Party Committee, chaired the meeting and made a speech. members of the Party Committee and management personnel of the company attended the meeting.

Nearly 160 people, including secretaries of the primary-level general Party branches and Party branches, management personnel at middle level and above, the main management personnel of the primary-level units, and some representatives of the Party Congress of the company attended the meeting.

At the meeting, Gu Yuefeng reviewed the work accomplishments and the achievements made in 2020. In the past year, the Party Committee of the company thoroughly implemented Xi Jinping's thought on socialism with Chinese characteristics for a new era, took the Party's political building as the lead, continuously promoted the overall and strict administration of the Party and gave full play to the role of the Party organizations and members in major campaigns, effectively overcame difficulties and challenges such as the outbreak of COVID-19 pandemic, the historical slump of international crude oil price, the sharply shrunk market demand. The company was highly affirmed for its pandemic prevention and control by the superior, and successfully completed the annual tasks and profit targets. The company was listed in the plan of Sinopec to build a "4 + 2" world-class refining and petrochemical base. New progress have been made for the early-stage work of Gulai Petrochemical Phase II Project and FREP 1.2MTA Steam Cracker Expansion and Downstream High-end New Materials Industry Cluster Project, which effectively guaranteed the overall accomplishment of the goals of the company in the 13th Five-Year Plan period.

In the past year, the Party building work of the company achieved new results. The Party Committee of the company strengthened the Party political building, and effectively implemented the primary responsibilities to comprehensively enforce strict Party discipline; continuously improved the strength of primary-level Party organizations focusing on "pragmatic, innovative and integrated"; steadily implemented “strengthening the company by talents” and continuously strengthened the development of cadre and talent; created first-class political ecology, and promoted in-depth construction of a clean and honest Party; made efforts to concentrate strength with high morale, lead and guarantee development by publicity and ideological work; maintained the general trend of stable development, and created a harmonious and happy culture.

Gu Yuefeng pointed out in the report that following six key tasks should be focused on in 2021:

First, pay close attention to the political construction of the Party and promote effective implementation of the political soul building program. We should continuously arm the Party with innovative theories, carry out learning and education of the Party's history and celebrate the 100th anniversary of the founding of the Party, insist on giving priority to political construction, advance key measures for the Party's political construction in depth, and take in-depth measures to ensure confidentiality, maintain stability of the society and manage compliant letters and visits well.

Second, pay close attention to effective improvement of quality, and promote the overall progress of the construction of strong primary-level Party branches. We should vigorously promote the standardization, normalization and information technology construction of the Party branches, continuously deepen the organization strength improvement project, and promote the in-depth integration of the Party building work and the core work.

Third, pay close attention to implementing “strengthening the company through people development”, and promote the development of cadre and talent to a new level. We should continuously improve people screening and assignment, make more efforts on training and selecting outstanding young cadres, and promote the development of talent at all levels with high standards.

Fourth, pay close attention to building good conduct and political integrity, and promote the all-round and strict governance of the Party to a higher level. We should continuously strengthen political supervision, improve the mechanism as a reinforced "dam", and continuously rectify the "four styles".

Fifth, pay close attention to publicity and ideological work, and strengthen the mainstream voice to concentrate and develop positive energy. We should adhere to the ideological management, continuously pay attention to the situation and task education, and continuously pay attention to positive publicity and guidance.

Sixth, give full play to the strength of the Youth League to promote the harmonious and happy environment to become the basic guarantee. We should give full play to the role of the Labor Union at all levels, work hard with the Communist Youth League on the work of youths, and maintain a harmonious and stable development environment.

Liu Xiangdong put forward three requirements for implementing the spirit of the meeting: first, study and improve our understanding. The primary-level Party branches at all levels should organize the Party members and cadres to learn and deeply understand the spirit of the meeting, concretely align our mindset with the spirit of the meeting, focus on the work arrangement and deployment of the Party Committee of the company, and effectively transfer the spirit of the meeting into actual effects and specific ideas of planning the Party building work.

Second, promote the work comprehensively and focus on implementation. The primary-level Party branches at all levels should adhere to pragmatic, innovative and integrated measures for the Party building, continuously assign responsibilities of the Party building in a solid manner, strengthen overall coordination, define the focus of the Party building work according to the key tasks and difficulties of the core work, and actively use the Party building resources to promote the core work, thus to truly concentrate strength in the key tasks.

Third, make a good start based on the current situation. The primary-level Party branches at all levels and all the Party members should give full play to the role of battle fortress, pioneer and model in improving quality and profitability, safety and environmental protection, project construction etc., and ensure a good start of the 14th Five-Year Plan period with solid measures.
