The Party Committee of the Company Comprehensively Deployed the Work of 2021 for Building a Clean and Honest Party and Anti-Corruption 

On March 22, the company held 2021 work conference for building a clean and honest Party and anti-corrosion. Gu Yuefeng, Secretary of the Party Committee and Chairman of the company attended the meeting and made a speech. Liu Xiangdong, General Manager and Deputy Secretary of the Party Committee, chaired the meeting and read the commendation decision of outstanding workers of discipline inspection and supervision. Yang Fei, Deputy Secretary of the Party Committee and Secretary of Discipline Inspection Committee, made a report on building a clean and honest Party and anti-corruption work. Management personnel of the company and the Discipline Inspection Committee members attended the meeting. Secretaries of general Party branches and Party branches, main management personnel of all departments and primary-level units, and the full-time/ part-time discipline inspectors also attended the meeting.

In his speech, Gu Yuefeng stressed that first, we should clearly understand the situation and strengthen the sense of urgency and responsibility for enforcing the strict Party discipline. The Party branches at all levels, all cadres and the Party members should accurately understand the requirements of "comprehensively enforcement of strict Party discipline should start from political perspective and through continuously improvement of political judgment, political understanding and political implementation capability", deeply understand the seriousness and complexity of enforcing the strict Party discipline in an all-round way, always keep high vigilance, overcome difficulties bravely and firmly drive further enforcement of strict Party discipline.

Second, strengthen political supervision and resolutely fulfill the important political responsibilities of "two uphold". We should earnestly implement the system of "first agenda", and integrate learning into the activities of learning and education of the Party's history and “study, research and implement again”. We should pay attention to transferring learning into practice, promote the implementation of all kinds of work in details, highlight guidance by ideological work, focus on "two uphold", strengthen political supervision, and practice inspection directly in the primary level, promote the overall progress of the strong Party building, define the "two responsibilities", strengthen the strict governance of the Party in an all-round way, and work hard to build an iron army of discipline inspection and supervision with high political quality, loyalty, honest, sense of responsibility, professional and full of courage.

Third, deepen the treatment of both the symptoms and root causes and promote the construction of the system and mechanism of "three don’ts" in an integrated manner. Management personnel at all levels should always think about the harm of greed, be self disciplined, have the sense of awe, be cautious and afeard, stand firm on the bottom line, and prevent being "hunted"; we should continuously strengthen the awareness to abide by the regulations, understand the intent and content of the regulations, improve the ability of implementing the regulations, and drive forward the work in a solid and effective manner following the regulations. We should be firm in the faith, be strictly self-disciplined, be clean and honest, and play a model role in all aspects. We should take the lead in the right path, do the right things, cultivate integrity, lead the vast majority, and turn the ideology of "don't want to corrupt" into self-discipline.

Fourth, strengthen the construction of work style and create a good atmosphere for all-round high-quality development. The Party branches at all levels should resolutely rectify formalism and bureaucracy from a political perspective, attach great importance to this work, focus on and rectify typical symptoms. We must resolutely prevent the rebound of hedonism and extravagance. Discipline inspection and supervision departments should conduct in-depth investigation, adhere to "zero tolerance", and never allow the resurgence of old issues or the emerging of new issues before the old ones are removed. We should adhere to combining strict management with care, focus on motivation and restraint at the same time, and give more encouragement to cadres in taking responsibilities and making accomplishment.

Fifth, strengthen the sense of responsibility and commitment to ensure that the targets and tasks of the 14th Five-Year Plan period can be implemented and completed effectively. Management personnel and cadres at all levels should pay attention to the overall situation and issues from the political perspective, be good at planning, deploying and promoting work politically, and take the effective implementation of targets/ tasks of the 14th Five-Year Plan as the concrete action of practicing politics. We should continuously improve the skills of work to respond to the new situations and meet the new challenges; we should make all efforts on actual work and devote all strength on implementation, and fully play the leadership as “leading goose”.

In the past year, the company has made new achievements in building a clean and honest Party and anti-corruption work, focused on implementing "two uphold", ensured the implementation of the decisions and deployment made by the superior level; focused on improving the quality and effectiveness of supervision and promoting the continuous improvement of the supervision system; focused on identifying outstanding issues, and gained preliminary experience through exploring political inspection practice; focused on in-depth rectification of "four styles", consolidated style construction and achieved certain effects; focused on precisely implementing disciplines and accountability, and effectively advanced "three don’ts" in an integrated way; focused on forging an iron army of discipline supervision, and effectively improved the ability and quality of the team.

Yang Fei stressed that in 2021, the company should focus on achieving "six unswervingly" in building a clean and honest Party and anti-corruption work. First, unswervingly strengthen political supervision, and implement "two uphold" in ensuring the deployment of major decisions. Second, unswervingly maintain strict control, deepen the rectification of both symptoms and root causes in promoting "three don'ts" in an integrated manner. Third, unswervingly and seriously rectify and remove the “four styles” and establish a clean and honest style in persistently strengthening the style construction. Fourth, unswervingly fulfill the primary responsibility of supervision and improve the efficiency and capability of rectification during completing and improving the system. Fifth, unswervingly deepen political inspection and fulfill political responsibility through high-quality advancement of the full coverage target. Sixth, unswervingly strengthen the "three thinking" and improve the ability to perform duties in the construction of high-quality professional teams.
