On July 29, the fifth CPC Congress of FPCL and the third CPC Congress of FREP were successfully convoked. The leading Party Members' Group of Sinopec Group sent a congratulatory letter to the meeting and fully affirmed the achievements made since the last CPC Congress, as well as put forward expectations for the success of the meeting and future work.

Liu Xiangdong, secretary of the Party Committee and chairman of Board of Directors of the Company, made a report entitled "Keep in Mind the Entrustment to Build a Strong Base, Proactively Make New Contributions, and Work Hard to Write a New Chapter of the Leading Refining and Petrochemical Integrated Company in China".

Zhao Tianxing, deputy secretary of the Party Committee and general manager of the Company, presided over the first plenary meeting in the morning. Lu Xiuping, member of the Standing Committee and director of the Organization Department of CPC Quanzhou Municipal Committee, attended the meeting and made a speech. Leaders of the Organization Department of CPC Fujian Provincial Committee and relevant departments of Fujian Provincial Discipline Inspection Commission attended the meeting and provided guidance.

The Company management Zhang Xiguo, Chen Feishan, Lin Xu, Lai Shuiming, Hong Xiaojiang and Yang Fei, as well as the Company former management Zhou Chunfu, Chen Xiaobo, Han Baolin, Mao Bibo and Hu Hongye attended the meeting. In his report, Liu Xiangdong reviewed and summarized the work accomplishments since the last CPC Congress, analyzed the new situation and tasks, clearly put forward the overall planning, vision, objectives and basic strategy for the next five years, and deployed the key work of the next five years.

Since the last CPC Congress, the Party Committee of the Company has united and led the Party organizations at all levels, Party members, cadres and employees to learn and implement general secretary Xi Jinping’s thought on socialism with Chinese characteristics for the new era, adhered to the leadership of the Party, strengthen Party building, led high-quality development with high-quality Party Building, successfully completed the goals of the 13^th Five-Year Plan, made a good start for the 14^th Five-Year Plan period, created the best ever business performance since the founding of the Company, laid a solid foundation for coordinated development of the two refining and petrochemical integrated industrial bases of Quangang and Gulei, consolidated the Company's leading position in developing petrochemical industry in Fujian Province, and launched a new journey to build a leading refining and petrochemical integrated company in China.

The basic principles to be followed in the next five years: be goal-oriented and firmly pursue the leading position; be problem-oriented and consolidate the foundation of the leading position; be value-oriented and define the benchmark of the leading position. In the next five years, the key focuses are: Focus on practicing the "two upholding" and build first-class political ability; Focus on safe and green development and create first-class safety foundation; Focus on stable growth and increase profit to create first-class business performance; Focus on improving quality of development and building a first-class industrial base; Focus on building a modern enterprise and first-class management capabilities; Focus on passing on the cause and create first-class human capital; Focus on exercising full and rigorous self-governance of the Party and creating a first-class political ecology; Make concerted efforts, concentrate all forces on development and create a first-class cultural environment.

Lu Xiuping affirmed FPCL’s contributions to petrochemical industry in Fujian Province and Quanzhou City and to the local economic and social development. Lu Xiuping hoped that FPCL would take this meeting as a new starting point, proactively integrate into the two-wheel drive strategy of "strengthening industries and prospering the city" of Quanzhou, and make new and greater contributions to the high-quality development and transcendence of Quanzhou City.

The Discipline Inspection Commission of the Company submitted the work report in writing to the meeting for review.

After full review and deliberation by all attendees, the new members of the Party Committee and Discipline Inspection Commission of the Company were elected by secret ballot.

The meeting voted to adopt the Resolution on the Report of the Party Committee of the Company and the Resolution on the Work Report of Discipline Inspection Commission of the Company.

The meeting ended successfully with the singing of the Internationale.

After closing of the meeting, the new Party Committee and the Discipline Inspection Commission of the Company held the first plenary meeting respectively, and elected Liu Xiangdong as secretary of the new Party Committee, Zhao Tianxing as deputy secretary of the Party Committee, and Yang Fei as deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission.
