In order to execute important instructions of the central leaders and the spirit of Notice of the General Office of the State Council with regard to the implementation of central production safety inspection and to learn from the bitter painful experience of fire explosion accidents incurred in different places of China 2013, the office of safety committee of the State Council organized the safety inspection group(s) to go to all locations of China to implement special safety inspection for petrochemical enterprise, oil depot and oil & gas loading terminal.

The group inspected safety production status of Fujian Refining & Petrochemical Company Limited (FREP) under the leadership of Wang Haiku, Safety Ombudsman of State Administration of Work Safety in the morning of August 10. The delegation was divided into two inspection groups and carried out safety inspection for the Company in the way of debriefing, asking questions and investigating the site of the two oil terminals of the Company.

As a large-scale Sino-foreign joint-venture petrochemical enterprise with high-temperature and high-pressure production process as well as flammable & explosive substances, the Company learned advanced management concept and method openly from each shareholder and established unique safety production management model and operation mechanism complying with enterprise characteristics and management requirements. Established comprehensive HSE management system with its own characteristics centered at correct operation; implemented operation integrity management system (OIMS) and established comprehensive structured management system aiming at improvement of safety, health and environmental protection; review of hazard and operability(HAZOP) analysis for production units was carried out, which improved effectively safety level of the unit itself; safety monitoring and safety actions monitoring as well as field safety reward activities were conducted. Provided guidance for the staff to identify hidden danger and hazards around them; developed new-type accident management system and encouraged the employees to report the near accidents; implemented safety buddy manager system to transfer advanced safety concept to contractors. The HSE achievements of the Company have been improved continuously. The “three zeros” (zero major human injury, zero major equipment operation accident and zero major fire explosion accident) have been kept for many years continuously and the Company has been rated as one of the advanced unit of SINOPEC on production safety in Fujian Province.

The inspection group affirmed fully the achievements of the Company on production safety and hoped the Company to learn and implement - the spirits of instructions of the General Secretary Xi Jinxing , Premier Li Keying and other central leaders and try to create more fresh experiences on standardized management of safety production and become a model of Sino-foreign joint venture in China. In the meantime, the inspection group suggested the Company to pay high attention to the issues possibly caused by equipment aging at late stage and corrosion and improve comprehensively safety assurance capabilities of oil depot and oil & gas loading terminal.

Lu Dong, who is the chairman and also the president of the Company, said that, the Company would improve further safety consciousness of all employees by taking the opportunity of the safety inspection carried out by the State Council so that the safety management work of the Company would reach a new level, and try to create leading HSE achievements in the industry and to lay solid foundation for realizing the target of developing the leading integration enterprise of refining and chemical engineering in Asia.
