The Severe Tropical Storm “Usagi” No. 19 this year hit Guangdong Province, Southern Fujian, and brought fierce wind, rainstorm, and spring tide to these regions. Fujian Refining & Petrochemical Company Limited made concerted efforts and went all out to fight against the typhoon.
      The Company urgently deployed the work of typhoon defense, and the production team timely inspected and handled the electric and instrument problems in the equipment, and cleared the sundries deposited in high places. The old factories blocked off the floor drain, cleaned up the sewage sludge and diverted the water. The new factories kept the oily rain tank low water level, and well conducted oil resumption from oily bilge hat. Offsites system made preventive inspection, implemented the drainage measures for tank farm, pump house and floating roof tank, cleaned up the sewage sludge and diverted the water, and checked safety protection facilities of the storage tank. Utilities system focused on inspection for the open drain posteriors to ensure smooth flow of the drainage posterior in whole factory; adjustments for liquid level of sewage tanks and sewage pools were finished in advance, and the liquid levels of tanks were kept in the new and old factories to ensure normal operation of the lift pump while the storm was coming. Preventive inspections were well carried out in production and oil tank areas, and standby conditions of fire fighting systems were checked, and rescuers and contingency plan s were prepared.
      The PMG team and EPC contractors participated in the SCDB project also took preventive measures at full steam, such as evacuating the high-altitude operation staff from the sites, and strengthening the protection for firmness of the tower crane; all construction units rapidly deployed the defense and earnestly guaranteed the normal life to make sure that all construction personnel can get shelters, food, clean water to drink, and timely treat and cure for illness.
The astronomical tide came just during the influence of the “Usagi”, so all the coastal high tide levels would be higher than the warning tide levels. Fleets at the terminals gave up the Mid-Autumn Festival vacation from September 21, and all crew came to their positions in advance. Five fire-fighting tugboats took shelter from the wind in shore and awaited orders. The contingency plan was launched to cope with the maritime emergencies.
      The company launched a secondary contingency plan in full swing at 9:00 am, September 22, carefully organized relevant personnel to go to the production areas, oil tank areas, construction areas and other working sites to troubleshoot various preventive measures one by one to ensure their implementation; safety observers from HSE Department entered the sites for inspections against the wind and rain; all personnel on the sites began to evacuate and the whole scene blacked out and was closed; rear safety guards; personnel from construction management department stepped on the muddy roads into the construction sites to organize personnel to methodically conduct system operation for SCDB project construction sites, refining transformation areas, construction box-type transformer and overhead lines in Qinglanshan tank farm and Liyuwei tank farm…
      Thanks to all advanced contingency plans, supernormal operation, and super prevention, the “Usagi” did not bring major influence for the Company with all production in steadiness and SCDB project in normal progress.
