On October 16, 2013, Chen Fei, Deputy Lead of the State Council Safety Office Inspection Team and Deputy Director of Ministry of Public Security Fire Prevention and his delegation conducted a special inspection at FREP, accompanied by leaders from Fujian Province, Quanzhou City and Quangang District work safety supervision and fire prevention etc. FREP Chairman and President Lu Dong and Production and Operation General Manager Liu Yanchang briefed the Inspection Team the overall situation of FREP safe production and accompanied the Inspection Team to conduct a special inspection at Liyuwei and Qinglanshan terminal and jetty.

The Inspection Team believes that FREP has not only promoted the development of the local economy but also achieved excellent safety performance since the creation of the company, highlighted the management philosophy of “Safety First”, introduced the advanced experiences and good practices of the shareholders and implemented OIMS to ensure the safe and stable operation, which has indicated that the safety management system is effective. At the same time, FREP was required to rectify any issues identified on an urgent basis, improve the safety competency of all positions and increase the investment on safe production. The fire equipment “should be available at any time even if they are bought and not used”.

President Lu Dong stated that we will rectify the issues as soon as possible, eliminate the potential hazards and avoid reoccurrence of similar incidents. Meanwhile, we should report the rectifications of issues to the local work safety supervision authorities on a timely basis and lay a solid foundation for achieving the HSE goal of “Zero accident, zero injury and zero pollution”.
