Visit by Mr. Stephen P. Hart, EXXONMOBIL Refining Director of Europe, Asia Pacific, Africa and Middle East


Mr. Stephen P. Hart, Refining Director of EXXONMOBIL Europe, Asia Pacific, Africa and Middle East Area and Madame Janet Matsushita, Production Manager visited FREP. FREP Chairman and President Lu Dong, Vice President Abdullah H. Al Sebail and Brian Ablett met with Mr. Hart and his delegation. The two parties held talks in a friendly atmosphere.

First of all, on behalf of FREP OOP, President Lu Dong welcomed Mr. Hart’s visit to FREP again and appreciated his great help and support during his service as a member of the Joint Venture Board of Directors when he witnessed the moment of successful completion of Fujian Refining & Ethylene Integrated Project. He said that FREP will improve HSE performance continuously, implement OIMS, highlight KFAs and priorities, introduce Solomon and Townsend benchmarking and progress the Steam Cracker De-bottlenecking & Associated Facilities Project and Turnaround/Revamp as per the BOD decisions and disposition.

Mr. Hart stated that he is very happy to visit FREP again and fully affirmed the development and performance of the Joint Venture. He pointed out that FREP has significantly improved the safety performance. The establishment and implementation of OIMS also indicated that FREP has a proven safety management system. It is a powerful and healthy development approach to help achieve the target of building FREP into a leading refining & chemical integrated company in Asia through benchmarking, understanding the best performance in the industry and identifying the gap. The application of PIMS will help FREP improve the utilization rates of the existing units, significantly optimize the energy and reduce the cost. This will help improve FREP overall efficiency. The upcoming turnaround and revamp is an arduous task. But I am confident that FREP will complete the turnaround and revamp safely and smoothly through appropriate preparation and planning.

Meanwhile, Mr. Hart also appreciated the collaboration between FREP and SSPC and hoped that the two companies will work closely to deal with the emerging competitors in the markets.  He empathized that FREP management should continue to concern with the cash flow to ensure that the cash flow remains in a healthy status before the expansion units are put into operation.

Mr. Hart also reviewed FREP performance, HR planning, marketing, integrated event, energy consumption, optimization, the progress of Steam Cracker De-bottlenecking & Associated Facilities Project and had in-depth communication and exchange on the financial updates. He also visited the production units with great enthusiasm.
