The Company’s Party Committee Working Conference and Party Conduct and Integrity Construction and Anti-Corruption Working Conference Convened

On the afternoon of February 26, the Company held the 2024 Annual Party Committee Work Conference, Party Conduct and Integrity Construction and Anti-Corruption Working Conference and Anti-Corruption Working Conference. The Company’s leaders at home, Zhang Xiguo, Zhao Tianxing, Lin Xu, Lai Shuiming, Hong Xiaojiang, Yang Fei, Li Ji, Liu Jiangwen, as well as Du Hongming from Fujian Gulei Petrochemical attended the meeting. More than 110 people including members of the Company’s Discipline Inspection Commission, Deputy Chief Engineer, mid-level cadres, main leaders of grassroots general Party branches and branches, some Party member representatives of the Company, and discipline inspectors of the Company attended the meeting. A video-based branch venue was set up in Gulei Petrochemical.

Zhang Xiguo, Secretary of the Company’s Party Committee and Chairman of the Board of Directors, delivered a Party Committee Work Report titled Fostering Advantages in Party Building, Gathering Strength for Progress, and Leading and Guaranteeing the Construction of a Domestically Leading Integrated Refining and Chemical Enterprise.

Main work results in 2023. In 2023, the Company’s Party Committee mainly achieved work results in six aspects: First, focusing on seeking practical results, taking solid steps to advance the theme education problem. Second, striving to promote integration and continuously deepening grassroots Party building. Third, focus on delivering strong supports and continuing to strengthen team building. Fourth, highlighting fostering cohesion and promoting ideological and cultural work in an impressive manner. Fifth, focusing on putting into place strict conduct and discipline requirements and advancing full and strict Party self-governance in a deep-going manner. Sixth, demonstrating new achievements and effectively giving play the role as bridges and links.

The overall requirements for the work of the Company’s Party Committee in 2024 are: adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implement the guiding principles of the 20th National Congress of the CPC, the Second Plenary Session of the 20th Central Committee and the arrangements of Fujian Provincial Party Committee, the Party group of the Group Company, deepen the implementation of the important instructions of General Secretary Xi Jinping during his inspection to Shengli Oilfield and Sinopec Jiujiang Company, adhere to pragmatism, innovation, and integration, focus on keeping integrity, inheritance, and strengthening of foundation, consolidate and expanded the results of the theme education program, and carry out the campaign themed on “Keeping in Mind the Instructions, Forging Ahead with Gratitude, Seeking Innovation-Driven development, and Creating First-Class Performance”, advance full and strict self-governance of the Party, further enhance the role of Party building work in offering guidance, guarantees and driving force, strive to the construction of a domestically leading integrated refining and chemical enterprise, and celebrate the 75th anniversary of the founding of the People’s Republic of China with outstanding performance.

In 2024, the Company’s Party Committee will focus on work in six fronts:

I. Unremittingly strengthen political construction and make concrete actions in strengthening guidance. First, we must persist in achieving constant progress by being constantly enlightened, and use the “learning as the norm” to make us “quickly adaptable to work”; second, we must work against benchmarks and set timetable, and facilitate various tasks to continuously achieve new results; third, we must strengthen immediate rectification of problems and promote the Company’s all-round high-quality development with high-quality rectifications.

II. Unremittingly strengthen Party building at the grassroots level and make solid steps in foundation enhancement and empowerment. First, we must build a solid foundation for "stability" and promote the “grassroots organization construction, groundwork and basic skills training” through Party branch building; second, we must strengthen the effectiveness of “integration” and take solid steps to carry out the campaign themed on “Keeping in Mind the Instructions, Forging Ahead with Gratitude, Seeking Innovation-Driven development, and Creating First-Class Performance” to continuously improve quality and effectiveness in integration and mutual promotion; third, we must accumulate the momentum of “forging ahead” and further ensure that Party building is conducted under overall planning.

III. Unremittingly strengthen team building and making both internal and external improvements. First, we must make solid steps to develop the cadre team, place strict standards on "selection", highlight ability-based “education”, strengthen strict “management”, and focus on sense of responsibility in “appointment”; second, we must implement the strategy of strengthening the enterprise with talents, build a sound talent reservoir, and continue to optimize allocation of talents and take concrete steps to train and cultivate talents.

First, we must focus on improving the effectiveness of supervision, consolidate and expand the grand supervision pattern, and continuously improve the penetration of supervision; second, we must focus on promoting the initiative to ensure “officials do not have the audacity, opportunity, or desire to be corrupt”, strengthen supervision and discipline enforcement, build a strong dam of integrity, and carry out centralized discipline education; third, we must vigorously strengthen the construction of work style, continuously deepen the rectification of the “pointless formalities, bureaucratism, hedonism, and extravagance”, and further promote the rectification of formalism and bureaucracy in the field of safety and environmental protection.

In 2023, the Company’s Party Conduct and Integrity Construction and Anti-Corruption Work mainly achieved results in six fronts: First, focusing on the big picture, and scoring new achievements in political supervision. Second, focusing on addressing both the symptoms and the root causes, and making fresh progress in advancing the initiative to ensue “officials do not have the audacity, opportunity, or desire to be corrupt”. Third, focusing on cultivating new trends and righteousness and achieving new results in correcting the “pointless formalities, bureaucratism, hedonism, and extravagance” and strictly strengthen the embankments. Fourth, focusing on precision and effectiveness, opening new chapters in political inspections and comprehensively promoting inspection-based rectifications. Fifth, focusing on unity of form and spirit, releasing new momentum of the supervision system and take in-depth and solid steps to implement daily supervision. Sixth, focusing on being strict and pragmatic, making the discipline inspection team take on a new look.

In 2024, the Company’s Party Conduct and Integrity Construction and Anti-Corruption Work will focus work on eight fronts:

I. Continue to work hard to arm ourselves with theories and consolidate and expand the results of the theme education program and education-based rectifications. First, we must adhere to "deep learning" and build political loyalty through constant learning, constant thinking, and constant enlightenment; second, we must do a good job in “field researches”, strengthen investigations and seminars, and do a good job in transforming and applying results; third, we must highlight “implementation”, strive to be pragmatic, avoid emptiness, solve practical problems, and promote the unity of knowing and doing.

II. Continue to work hard to deepen political supervision and ensure that the “two upholds” are well implemented. First, we must use tiny matters to reflect big themes and promote the materialization of political supervision; second, we must leverage grand governance from tiny perspectives and promote precise political supervision; third, we must achieve integrated synergy by leveraging minor mechanisms to make political supervision a regular practice.

Zhao Tianxing, General Manager and Deputy Secretary of the Party Committee of the Company, presided over the meeting and put forward three requirements for implementing the guiding principles of the meeting.

First, we must study and comprehend the guiding principles of the meeting seriously. The publicity departments should publicize and implement the guiding principles of the meeting through multiple modes. Party organizations at the grassroots level must quickly communicate and convey such guiding principles of the meeting through "Party branch general meetings, meetings of Party branch committees, Party group meetings, and Party lectures" and other forms. Second, we must work hard on priorities. We must work hard to ensure the effective operation of the HSE management system, strictly implement the “100-Day Safety Campaign” to ensure that risks are controllable and put under control; We must take solid steps to carry out the actions to improve quality and increase benefits, and embrace the two “golden dolls” of aromatics and EVA to fight the tough battle against losses with a nail-biting spirit; we will fully promote the Gulei Phase II project in accordance with the timetable and accelerate the implementation of the “Rapid Spike” project; we will strengthen discipline with greater efforts, enhance the regular prevention and control mechanism, and weave a tight integrity “Protective Net”.

Third, we must fulfill responsibilities to ensure implementation.
